You can pretty much see how it was built if you look at the picture carefully and spend a moment pondering on it.
The nut on the left side is the closure. It pivots up in between the notch there. The caddy is connected to the rear beam with old bungee run thru holes drilled in the plastic. Use stainless screws (note rust).
