Can you justify that assertion? I don't think it's true.

All sailboats used on public waters must be registered if longer than 14 feet at the load waterline.
You can argue that a Hobie 16 is shorter than 14 feet at the waterline, but that won't keep you from being ticketed.

Anyone who purchases or transfers a ... sailboat 14 feet or longer ... will be required to title the vessel effective Jan.1, 2007
If the owner bought the boat or moved it to NC within the last 2.5 years, it should also be titled. The hull number is on the title, so the WRC should be able to look that up.
