You can argue that a Hobie 16 is shorter than 14 feet at the waterline, but that won't keep you from being ticketed.

If the owner bought the boat or moved it to NC within the last 2.5 years, it should also be titled. The hull number is on the title, so the WRC should be able to look that up.

That's a new law(2007)Used to be greater than 20' or has a motor. Doesn't seemed to be enforced around here, but a law is a law.
