The Strider is a Richard Woods design. See www.sailingcatamarans.com for a list of wonderful plans. It fits into the Micro Multihull Class for near-shore racing. The Janus would be easier to build, and the Wizzer would be sportier, but all of these are likely too big and heavy to wheel around on the beach by one man. You could possibly convince Richard to design you a ~20' "camp-cat"
