-Great job all -good concepts ,-and comments -

<br>-Have not raced any of the current 16s ,so have felt unqualified in directing class developement , but ,like Gebhart think it may be already getting too complex and overly regulatory in it,s approach .
<br>-Catagorizing cats into similar length -beam -sail area and weight classes accomplishes 95% of the total speed differences ,-that is if you had skippers of equal ability racing and switching various class legal cats each race the differences would be less than 5% between boats .
<br> What your now trying to accomplish is equalizing the final 5% of design variation , and how best to describe ,- rate,-and equalize,- these design variations .
<br>-In looking at the larger picture of several F-length classes and how they relate to each other and all sailing craft ,-the best answer is to establish a design based rating system that provides percentage calc, for each design feature or modification .-Not every aspect of design ,--hull volume ,-board configuration ,-material specs ,-sail area proportion , -mast height ,etc ,-many of these should be left to the designer to craft the best boat possible ,-but only rate these as they pertain to basics of L B W and sail ar. -

<br>-Believe the rating system has to be the priority to establish long term viable Formula Class racing .-
<br>-Additional concepts are in the Gen open forum discussions -under F Racing the Worrell and future racing .-
<br>-Is this a better more systematic way to define cat design ,-rate it uniformly , and then structure future Formula classes and racing around it .

Current F16 HP rules are already the least regulated rules when compared to F18 and iF20 and on the same level as F18HT if not less regulated.
<br>
<br>The current F16 HP does NOT regulate :
<br>
<br>- Hull shapes (Except length)
<br>- Boards
<br>- Sailsshapes (Except max area with respect to luff length)
<br>- Way of construction
<br>- etc
<br>
<br>The thing regulated such as :
<br>
<br>- max mastlength
<br>- max width
<br>- Righting capabilty
<br>
<br>Are there is garantee equal performance over a wide range of conditions and ease of transportability. The last is for security reasons. Personally I feel that max 9 mtr. mast and max 2.5 mtr. wide are already bigger values than what designers would consider optimal for this intended wide range of conditions. Without these rules a team could completely optimize a design to suit a particular condition expected at one regatta. Example, extremely hight masts when light airs on a lake without any noticable waves.

<br>I feel therefor that your concerns are adressed in the rule framework we have right now.
