<br>Please give your (final) comments on the first three questions raised on this forum. I want the results on these so that I can publicize the draft rule framework. And let the general public take a shot at it before we fix the first official rules and fix it for the comming year. After this the rules will be up for review and the final rules will be layed down.

<br>So to everybody, and especially to the 10 or so who haven't reacted yet, please reply even anonimously if you feel the need to. One of you is already replying anonimously. I know who it is do, but it shows that it is possible and effective.
