Class Rule 6.4

"A clew keeper line may be tied through the clew of the boom. blocks or cleats shall not be used. Slugs (maximum of two) that fit into the boom track may be attached to the clew of the main instead of the clew keeper."

I am not sure what this means. Are they talking about running a loose footed main?
