Hello
I would like to change the spinnaker halyards system .
I want to have a separate tack.
Can anyone tell me, what is the optimal position mounting of cleats
Drawing attached, two dimensions.

Most boats I have seen have the cleat for the tack mounted on the beam. Check the owners manual for the viper or C2 on the AHPC site.

If you are asking about the halyard cleat on the mast, I believe mine is about 3-4 feet up from the base. I know it's about eye level when I'm kneeling on the tramp and raising the spinnaker.

on the Falcon we run the tack along the front beam to the ouside of the port hull and than to the side stay. In that way you can pull the tack while in the trapeze: http://www.theboatshop.be/English/Support_EN.html (look for tramplayout).
