An open invitation to classes
For Consideration as the
Youth Multihull for inclusion at the
ISAF Youth Sailing World Championships
FUNDAMENTAL CRITERIA
A. The International Sailing Federation (ISAF) invites submissions of boats for
consideration and evaluation trials to be held during October 2003 (Event location
to be advised).
The following category of boat are invited:
- a youth multihull
A number of existing International Classes are clearly eligible for consideration. In
addition the ISAF Council policy is that classes need not have International status
at the time of the Evaluation Event.
B. In order to update the ISAF Council of details and characteristics of newer types
of boat which may be considered for selection, an evaluation team will be
appointed. ISAF has decided that the boats to be evaluated shall conform to the
following fundamental criteria:

! 16 – 19 years old, male and female crews (average compined weight 120 –
140 kgs)
Safe
! Easy to recover by the crew after capsize without any external help
Attractive for young sailors
! Fast;
! Twin Trapeze;
! Gennaker
! Good tacking ability.
Lowest Cost as possible
! Balance between performance and building techniques;
! The lightest as possible, targeting a price of 7,000 Euros (ex. works) ready
to sail (8,000 Euros inclusive of spinnaker equipment).
! Easy to repair.
! No Dagger boards.
! Minimal use of carbon fibre or expensive materials
! Various sets of rigging options – to include 1 “sport” for racing and 1
“standard” for schools.
! Possible single use under mainsail only.
! Closed Class Rules
Optional Characteristics
! Possible use by younger crews ranging from 9 –15

i Must have the unquestioned ability to meet the requirements of International
Class status within a reasonable time.
ii. World-wide availability of materials and opportunity for construction.
BASIC REQUIREMENTS FOR ENTRY AND PROCEDURE
A. Preliminary indication of intention to take part should be submitted by DATES TO
BE ANNOUNCE. Formal submissions accompanied by an application fee of
FEE, should be received at the ISAF office by DATE TO BE ANNOUNCED.
This date may be extended at the discretion of the evaluation team on application
giving reasonable grounds. It is fully understood that some of the requested
details may not yet be available for a recently designed boat.
Existing International Classes should not submit items covered under parts (2.B
and 3.B and 3.C) and such entries must be through the International Class
Owners Association. Variants of current International Classes, such as additional
trapeze, different spinnaker arrangements are welcome if endorsed by the Class
Association.
B. The first stage of the evaluation will start immediately upon receipt of submissions
and the following documents:
i. Copies of sales and publicity material, general class
specifications and details of any weight equalization method.
Please include:
length with and without any bowsprit extended;
beam with and without any removable wings;
area of each sail;
complete all-up weight;
weights of hull and rigged mast.
ii. Copies of Constitution of Class Owners Association or proposed class
organization.
iii. Copies of Class Rules and all documents relating to the "control of
one-design" and measurement.
iv. Names and addresses of all current building locations and main selling
agents. Current price list from each builder for complete "package" and
prices, and availability of spare parts (sails, spars, foils, etc.).
v. Current distribution by country of boats delivered to customers in total and
in the last 6 months (from date of application).

vi. copies each of all plans, builder's manuals, construction details, assembly
drawings, together with material and hardware specifications with cost to
builder (ie. "bill of materials").
vii. Name and address of copyright holder and copy of all agreements between
the Class and the copyright holder. (These will be kept confidential between
the "Evaluation Team" and the ISAF Executive Committee.).
viii. Copies of any building licenses and/or agreements with builders relating to
the construction of hulls, spars, sails and major components. (These will be
kept confidential between the "Evaluation Team" and the ISAF Executive
Committee)
ix. Names, titles and addresses of class officers.
x. all documents or information that could be useful for the evaluation team to
fulfill their task.
EVALUATION PROCEDURE, "PHILOSOPHY" AND ADDITIONAL CRITERIA
A. Classes meeting the above requirements will be invited to participate in a sailing
"evaluation" event to be held in October 2003, at EVENT LOCATION YET TO BE
ANNOUNCED.
In the meantime, members of the evaluation team may take advantage of any
opportunities to study submitted boats both on and off the water, and may make
visits to builders for examination of construction methods.
B. Entries from prototypes will be accepted, provided that they are fully developed
and have a full Business Plan, Draft Class Rules and a Draft Class Association
constitution.
C. All classes must understand that prior to their adoption as an ISAF Youth Sailing
class an agreement will be negotiated with the ISAF outlining the obligations of all
parties including the following..
i. the copyright to the design of the boat and its insignias.
ii. builder licenses and building fees (if any).
iii. fees to copyright holder and designer (if any).
Applicants should submit their proposal for the administration of these matters.
D. In addition to the fundamental characteristic outlined under (l.), a class must be
widely available to all National Authorities at a fair cost and be of robust and long
lasting construction. As a part of the basis for evaluation, therefore, the candidate
classes will be expected to satisfy the evaluation team that production will be
sufficiently advanced for boats to be widely available in 2004. This discussion
must include details of the following issues (in the context of these requirements).

i. Manufacturer's Class, Licensed Builder, or free construction to rules and the
basis for world wide supply?
ii. Materials and parts availability, financial considerations and production
/construction methods which might limit countries in which building could be
undertaken or selling agents appointed.
iii. Basis for world wide selling price stability prior to and after Youth Sailing
selection.
iv. Names of existing and proposed builders. Are you prepared for other
builders to be licensed?
v. List of fleets and National Authorities in which the class is now racing.
vi. If sails are included in your package can owners purchase from other
sailmakers?
ONE DESIGN CONTROL and DISTRIBUTION OF MANUFACTURE
A. It is intended that any Class or Classes which come forward for International
Status as a result of the evaluation will be a strict One Design.
B. Contestants may put forward any proposals for the control of One Design.
However ISAF’s currently preferred system is to achieve One Design through
the control of manufacture. The objective is to ensure world wide
availability at economic cost and competition between manufacturers,
consistent with tight control of One Design to provide equal performance
An example of a system of Manufacture Control is as follows:
i. Manufacturers of Hulls, Sails and Spars should be Licensed, the license
being approved by ISAF.
ii. Hulls should be manufactured in moulds which emanate from a common
Master Plug in accordance with a Construction Manual agreed by ISAF.
iii. Sails should be manufactured either from panels cut using a common NC
design programme or in accordance with comprehensive measurements.
The sail material should be tightly specified.
iv. Spars may be made from aluminium where the dies should be approved by
ISAF.
v. ISAF recognise that successful contestants will expect and deserve a
satisfactory return on their work. This should be achieved through a
royalty on all items made by Licensed manufacturers of Hulls, Sails and
Spars.

CONFIDENTIALITY
A. All information of a proprietary nature will be treated with strict confidentiality, and
used only for the purpose of the evaluation of factors relevant to selection for
Youth Sailing competition.
B. This evaluation procedure in no way affects current or future consideration of
applications by classes for International or Recognized Class status.
