Tim,
The only thing that I can think of causing this problem is the upper swivle not operating properly.
I've found that if it doesn't run freely possibly the forestay is a little too lose and the swivel needs to be lubricated with some silicon spray.
I've found the swivle works best when the forestay is tight.
So tighten the forestay, lubricate the swivle with silicon spray and see what happens.

Hope I've understood the problem. This is the best I can come up with.

If this doesn't fix the problem I'd be Interested to hear what is the final solution.

Could it be that you put too much tension on the hoist line and it pressures the luff groove and causes it to do the figure S?

Tim, Phil hit it on the head. I've run into this on a half-dozen "big-boat" furling systems, and the top swivel has ALWAYS been the culprit. when the top swivel sticks, it causes the pigtail to twist a bit, which then recoils at the end of the furling/unfurling operation.

however, my experience has been that lubrication will only serve as a very short-term fix. You'll probably wind up replacing the swivel.
