The intent is one set of sails, per rules ,-main jib and spin be used for a regatta or distance race event unless damaged to a point it can not be repaired in time to continue ,-then it may be replaced per race instructions ,-generally notifying the R C or race official of the damage and change BEFORE making it .

This is done in the Worrell 1000 for example .

Many teams may have more than one spin jib or main of different sizes , but must use one set meaning {main jib spin} for the entire event with approved sizes and signature clearly displayed,-

Typically a team modifying an existing 20 with smaller main will still have the old mainsail available for use if desired .

A max 32 ft mast limits sails on them within that very similar size range .

Trying to limit the number of extra spins or jibs someone may have and somehow enforce that seems impossible .

Yes ,-some will try to buy added sails gear equipement etc in place of developing skill, but this occurs in all classes to some extent , -new boats and sails each year as some O D ,classes do , -. If it becomes a problem as occured in 18 skiffs in Austrailia we can limit it further in the future ,-but the solution there also was to limit mast height which we have done in O- F 20, -
