Trailer VIN's are often put on with stickers that come off after a while.

I think this will depend a lot on what State you are in (assuming US).

Do you have paperwork (title, old registration, bill of sale) with the number?

I live in a state that titles trailers. I have bought two boats with trailers from non trailer title states that no longer had stickers with the VIN number. But I had the number, so I engraved/stamped them onto the trailers. The state motor vehicle administration where I live will actually issue new VIN's and ID plates to home made trailers with no VIN. "Home made" seems to be treated liberally. I would think just to get a license plate / registration you would need a VIN number, but that may vary by state.

As for insurance, my auto insurance covers towed trailers and homeowners covers theft/storm damage, etc. No specific listing of a trailer (as long as below some $ limit) is needed.
