A well sailed P15 has proven to be VERY competitive in open class regattas. However, are your sure you mean with jib? The P15 is uni-rig and if you add a jib correction the Portsmouth number is too low to be competetive.

As for sailing with crew, the P15 has the smallest tramp area I've ever seen. Two kids, maybe. Two adults, no.
