Info is what I recall may be old but....
Also I dont know the national Y.A. association in every country... So I can only give you what little I know in my locality..
The government grants cash to the national YA. association.. This is divided into administrative monies and sailing monies..
From the "sailing monies".. This is then given in various amounts to the "level" of class.. Olympic and International classes get the biggest share of the pot. All International class Reps get their traveling expenses subsidised. The boats may even be completely subsidised. The Class body gets a grant to administer the class and I suspect that included helping the class body to send officials.. Maybe even provide cash for coaching (but not certain)..
Then the national associations. Get cash to help transport boats around the country to cover or partly cover costs of the nationals.
Finally the state yachting class gets is share which is generally two fifths of spare change..
Then you have the state yachting asociation gets its share of the national "admin" grant and tops it up with state monies grants. This is again divided into into sailing monies and admin monies.. Again the most monies and administration/support time goes to the International classes get sponsored then the national then the state classes in that order get a share...
If a class wants to host an International event the YA seeks sponsorship/advertising for the event.. There is smaller interest in a national event.. A state event is not even on the agenda..
