5.1 Motion to increase the minimum class weight for cat rigged Taipans from 97kg to 100kg
SPEAKING FOR – Greg Goodall
The purposes for having a minimum class weight are to:
•
Meet an achievable building weight
•
Promote even class racing. The majority of boats are at or near 100kg.
•
Building manufacturer indicated that the hull weight will not decrease.
•
Equality in racing requires a higher minimum weight.
SPEAKING AGAINST – Paul Freeman
Many boats have been built to meet the current class weight. Many boat owners make an effort to keep their boats at or below minimum weight. The fact that the first few boats from a new builder have not reduced below the set minimum weight does not create a need to change.
Amendment moved by James MacDonald to also increase the sloop rigged minimum weight, from 102kg to 104kg. Increasing the minimum weight will help to keep all boats competitive.
SPEAKING AGAINST – Sam Breaden
This is a significant increase and 4.9 sloop boats are currently at or near the minimum weight.
SPEAKING FOR – Andrew Chaney
One design racing is the spirit of the class. If increasing the minimum boat weight enhances this spirit then the change should occur.
Vote: In favour of motion to increase both cat (3kg increase) and sloop (2kg increase) minimum weight: 12 FOR, 14 AGAINST. Motion NOT carried.
Les Porter moved original motion to increase cat rigged minimum weight from 97kg to 100kg: 14 FOR, 9 AGAINST.
***Motion carried subject to confirmation of the constitution.***
5.2 Motion to separate the Capricorn class from TCAA. A statement was read by the chairperson on behalf of Andrew Williams. Main argument was that Capricorn sailors can potentially take advantage of financial situation which was established by Taipan sailors.
SPEAKING AGAINST – Matt Homan
There is potential financial advantage to be gained through including the Capricorn. More boats on the water together mean better regattas and shows strength in the classes and the association.
SPEAKING FOR – Roger Claydon
The biggest threats to the Taipan class are the Capricorn and Viper, so we shouldn’t include them in our association.
SPEAKING AGAINST – Greg Goodall
Separating the classes creates an administrative nightmare as another association would need to be created. “If if aint broke, don’t fix it”.
Vote: 1 FOR, 25 AGAINST
5.3 Motion to make state titles run under TCAA championship rules (Andrew Williams).
SPEAKING AGAINST – Mark Braithwaite
Clubs cannot be expected to run 100% to our championship rules. We can still do our best to run events using the TCAA championship rules, but it is not practical to assume we can always run to these rules given that state titles are often held in conjunction with other classes and regional regattas.
Vote: 1 FOR, 19 against.
5.4 Proposal by Ken Marsh that all newly registered boats must carry the standard superwing (sloop) mast.
SPEAKING FOR – Greg Goodall
This would standardise the boat and give even class racing in the cat rigged fleet.
SPEAKING AGAINST – Paul Freeman
People currently sailing with the lighter mast section would be penalised by this proposed change.
SPEAKING FOR – Andrew Chaney
Strength of class is one design. This should be resolved so that the boat remains one design.
SPEAKING AGAINST – Roger Claydon
The new larger square top sail is expected to make this argument irrelevant as the lighter mast will not cope with the big head sail. The lighter mast is likely to die a natural death anyway.
Vote: 17 FOR, 5 AGAINST
MOTION CARRIED - all newly registered boats must carry the standard superwing (sloop) mast.
