Tough question, I think - depends a lot on who's boat you're using and what your own policy covers. I can only speak for myself, but when I faced the decision I bought a liability and damage policy that covers me, my boat, anyone I hit if it is my fault, and (more to your point) includes any boat I charter. Few policies do that - make sure you do the reading or ask pointed, specific questions of your agent.
