I believe that RN's statement about US copyright law is entirely correct. The concept of allowing people to quote parts of a copyrighted work is referred to in the US (and presumably in other countries as well?) as "fair use."
Of course, many argue that fair use covers other activities, such as duplicating music from a purchased CD onto one's own MP3 player -- but the fairness of this use has been hotly debated of late, though the debate is becoming less relevant due to restrictive technology which prevents even fair duplication which should be legal.
IMHO, the best practice would be to use quotes such as that above but not to attempt copying whole articles. So I suppose this is really just Yet Another "Me Too" Post. Hopefully nobody has copyrighted the YAM2P concept yet.
