So, don't these requirements get wave if the boat is visiting the USA for a brief time? Kinda like the local boat registration requirements with stickers & numbers.

Thus in a big event, non-USA teams could wear better equipement, not carry throwables and not have to put reg. numbers on their bows. Kinda tilts the competitive advantage, no?
