The Hobie only enforcement of the existing rules didn't start until around 03 and was phased in through 05. No rules were changed, only enforced.
The Buzzard and other regatta's in that area were all but dead with regard to local Hobie participation. The Hobie boats were people like me that traveled a long way to get there.
