Centerboards only tend to clunk around when they're not loaded- like you said, when broad reaching. In that case, just pull them up, they're only causing drag anyway.

You are probably correct... when i said i use tape .. i actually only do it on the forward and aft well walls (to avoid damage from pushing the boards up or down)... i dont get much jigglin/rattlin when under load.
