You're welcome to your opinion, but I think we're missing some info.
I agree that it's a guideline. But, if you tell sailors a target time, they will expect you to be very close to that, especially at this level. They will expect you to set and adjust the course as needed to meet it. If you don't, you're setting yourself up for a disgruntled fleet, at a minimum. Time-consuming redress hearings, worst-case.
Anything less than 50 minutes for a catamaran regatta of this magnitude is certainly not sufficient. That would be the opinion of all of the top ROs that I know, and the top sailors as well.
BTW, target time is for the first boat to finish.
