I'v had the same problem happen to my cobra,
you will need to rip off the deck and fiberglass the frame back in. In my case i made a new frame because it had split!
Best way is to mix up some fiberglass bog and use a big ice-cream stick to smooth around between the hull and the frame. Then place some fiberglass tape to secure the frame.

What was the cause of the problem ?
Since both the Cobra and the Mosquito are similar they would have the similar stresses in that area.
Would a stiffer bulkhead at initial build fix the problem or do you think that a stiffer hull doubler is better ?
I assume that there were no issues with the original attachment. Maybe that's just a wild assumption.
