Personally, I would vote no.

I think the value of a Worlds (for the competitors who attend) is to get an absolute measure of your performance and your place in the pecking order. ... 90 out of the 100 competitors don't attend with expectation of winning the World championship .... They attend to compete... unless you have a compelling logistical reason to split the fleet.... I would argue that competition is best served scoring the event 1 to 100.
