I think one of the easiest ways to set up a jib halyard is to use 3mm or even 2mm spectra (low stretch). Just use you'r existing forestay, tie a length of spectra to the top of your forestay then tie a very small block at the right height for your jib length, tieing it around the forestay at the same time to hold it in position. This becomes the halyard block.

Then run your spectra halyard through the block, this needs to be long enough to go from the bottom of forestay to the halyard block and back. You attach one end to the top of the jib, pull it up from the other end which you can then tie off with tension to set the jib luff tight.
