I interpret 'proper' as responsible, with due diligence, methodical - and I believe that is what Hans is trying to achieve.
I also know that no arrogance was intended in Hans' post - you'd have to search hard to find a less arrogant guy! When Hans talks about discussions with 'everybody', he means EVERYBODY - not just those who have a direct involvement in the class. And including EVERYBODY in every discussion is not usually productive. There is a lot of work going on in the background with emails and PMs flying back and forth between key people. Once issues have been narrowed down to the point where they can be put to class members, THEN an open discussion or ballot can take place.
As for putting things down on paper, if the class is ever to achieve ISAF recognition, we have to be seen to hold democratic annual meetings and class business correctly recorded.
