Is there a cat larger than the TheMightyHobie18 but smaller than the RC27??
I sail in the St Lawrence River in mostly heavy conditions and would like to take 2 crew with me.

Many, in fact. The 20-foot class is full of boats, including, but not limited to the Hobie 20, the Inter 20, the Nacra 6.O, the SuperCat 20, and a few others. The Taipan 5.7, while an 18-foot boat, is designed for total crew weights in the 400 lb range, so if your buddies are kinda scrawny, it could work.
In addtion, there are the ARC 21 and 22's. The 21 is 8'6" in beam, while the largely similar 22 is 11' or 12' (I forget; it's real wide.) Sail area is adjusted so that both boats are equally powered up in similar wind.

good luck

You are in Mystere country and the Mystere 6.0 is a 20 foot boat that has high freeboard with incredible buoyancy that can be used to press it hard in heavy air or for carrying more crew weight without getting too close to the water! They are made in Point Calumet, a suburb of Montreal and they have a sailing school nearby. They sell new and used boats to match your budget.
