Relative to F18 that seems about right, (but here's my 2 cents worth anyway...)
Upwind in the range 10-12 With sufficient conditions although this sadly doesn't include flat water in my situation (never took a GPS with me in high wind, flat water conditions)
maybe just a little slower than the F18, which can do 11-13 upwind in chop in a steady breeze. Maybe VMG is similar between boats, because of better F16 pointing, perhaps?
Downwind, 16-18 knots; again with some waves.
This is about the same as F18.
Sufficiently well sailed F16's are always close to the F18.s, F20's and Tornado's; so this Tornado data could well be a good upper limit for the F16's.

As it pertains to raw speed, this makes sense. Of course, tacking and jibng angles up and downwind vary with conditions will affect VMG quite a bit. (Workable dynamic VMG range, for a given crew weight wind and water conditions, is quite different, between the I20 and F18 in my experience, with advantages and disadvantages for either boat, depending on conditions and overall human weight. I expect the same is true when comparing other boats as well.)
