Let me guess... The poor guy got stuck with the bill for all those people "responding" to the emergency.

Apparently the current get's REALLY bad there near the south tower. At high tide, the waves stand up as they go over a shallow spot. It is speculated that they ventured too close to the Tower and the current pulled them through that shallow area. The surfers give should have given him a pretty good indication that they were in trouble! Several boats are demolished each year in that area.
