If you are referring to an older boat which is still in the 'old non spin' configuration then from memory the rules were (I am NZ Measurer but have not had to weigh a boat for a couple of years):



Minumum weight of 127 kg applied to:



Basic Platform (beamed up, tramp on) plus:

Centreboards

Rudders

Hatch covers

Traveller car and rope

Tiller bar

Reg White mast base (riveted to beam)



But excluding:

compass

jib wire traveller

jib traveller sliders

jib and mainsheet blocks except barberhaulers

sheets and blocks

all standing rigging

downhaul/cunningham



I have owned three Reg boats of varying ages and all were within 2kg either way of weight. If you have Marstrom rudders, that helps to get a boat underweight as the stock Reg rudders were overweight.
