I am thinking about doing the same (mounting the cross bars below the main rails) My cross bars need to be replaced and I figured I would mount them below the main beams. My U bolts are 1/2 inch. With large washers on the bottom they should be fine.

I don't see a down side to moving the boat a little closer to the ground. It should make walking the mast on the trailer a little easier.
