After researching Bimare and their two boats in the F-16HP range, I think that you are being wise by softening your stance on excluding the Jav 16 through rules changes.
A policy of inclusion, rather than exclusion, should help this class grow. Besides, excluding the Jav 16 would probably start a war in which the Javelin 16 proponents would form their own class.
The Javelin 16 is basically the same as the BIM 16 that W.F. Oliver imported last year except the hulls have been updated to wavepiercers. This type of hull is the latest and greatest in the A-Cats and could offer your class a choice of such a design.
