Dart 16 would work well. Add a spin/hooter and it would work nicely in 10-15k, especially with one up. Its a rotomolded boat, no daggers, kickup rudders, so its going to take the beach landings without any fuss.

The boat was fun on a reach in 15knots, its a bit slow downwind, a hooter if just what that boats needs.
