There is an economic slow down. If the IOC was a normal corporation looking after their own interests, I bet they would further reduce the number of events.

However, they are not a normal corporation and are highly sensitive to worldwide politics. There might be a lot of political pressure to increase the number of events to make sure people don't get the idea that economic reactivation policies and efforts are not working. That is the scenary I hope for.

In short, it is bad for governments/politicians to have lesser games due to the slowdown. Since wealth (food) is perceived as scarce, entertainment must be perceived as abundant ("panem et circensis").
