Result of hearing: RC erred by giving boat 3 a finish whistle. This made several boats alter course. No fair way to provide redress to all boats effected. Race thrown out.
There is no requirement in the RRS for a whistle (or any other sound) at the finish. Unless there is something in the SIs requiring a whistle at the finish, this is a classic case of an RC shooting itself in the foot because they thought they knew the rules, but really didn't.
A closed start/finish line in a regatta with only 21 boats is unnecessary. It serves no purpose other than to confuse the competitors and create unnecessary tactical situations.
November flag is up, No more racing today.
Proper signal for "no more racing today" is AP over Alpha (if a race is
not in progress) or November over Alpha (if a race is in progress).
If there's a race in progress, displaying the November flag means "race is abandoned, return to the starting area". Otherwise, it has no meaning.
