Thanks for the other clarifications Eric. The real point is that the rule is intended not to make someone right their boat and re-cross the line.

My actual point in this thread may have been too subtle: there is precedent that a capsized boat is not always considered "in danger," and if that is true, should not be entitled to receive help without a penalty.
