Have the tybee site take a pre-paid registration for a race in 2014, only refundable if the race is not held. I will put my money down and figure everything else out later.
That's probably a good way to go about it. Make the minimum boat count clear and keep the site update as to how many pre-registrations have been received. Hopefully some of the pre-registrants will help beat the bushes if they can see the goal.
