It's really very simple. Take a small cam cleat and attach it to the tramp track right behind the hole that the bungee for the trap wire goes through. get yourself a rotator arm for a 17SE. There will be a plastic plug in the mast where it will fit. Drill out the plug and bolt the arm on. You will also need two front hull tangs from a H16 to keep the arm from moving around. They will go over the arm and bolt into the bottom mast casting where the sheaves are. Then you need a small block and attach it to the rotator arm. Run a line from one cam cleat through the grommet, under the tramp, up through a grommet in the lacing in the center of the tramp, through the block, and back down the other side. That will give you rotation limitation that they sorely need. The inducer is just like Jake suggested. It works great and gives you something else to fiddle with.
