They are made of PVC.

I don't want to use a "Patch" for the repairs. They eventually peel off. It might because the marks are suited with a net that helps "absorb the pulling forces from the anchor line". The buoy can move freely while in the netting and I would imagine the patches rub against the nylon netting causing them to eventually peel away.
The liquid goo that is on some of the repairs resists the rubbing. (I guess)
