That looks like toast to me.

Considering the strain and mast bend that you place on the top of the mast when you crank on the downhaul, I don't think that a repair will be good enough unless you get a very expensive repair job done by a specialist.

If you've got shipping insurance then you may be able to get them to stump up for a new mast, otherwise I'd try to find a new comptip and get that fitted. There must be loads of H16 masts around that have been bent with a perfectly good comptip on them that may be possible to use if you're on a budget. There are certainly lots of old masts kicking around on our beach but that's in Hong Kong!
