Detroit, MI | I'm not sure when HCE started putting plates on the rear beams. I've never seen a 16 with them, only Tigers.
Your hull serial number is probably engraved on the transom. The last few characters should have the two-digit model year
CCMB####M77C

A 29K sail number puts it in the mid-late 70's - maybe '76 or '77.

Minnesota | It's probably a mid-1978 boat, if that is the original sail. The hull numbers are the best reference. I tried making a sail number list a while back, but not enough people gave me sail and hull numbers, so I gave up.
