Re-posting this from the F18 forums in the hope that someone will stumble upon it and give me a firm answer.
The instructions for applying this are pretty cut-and-dry, but a little on the tedious side. I don't want to use my garage to suspend my spinnaker from AND get the sealant all over my garage floor (I can see the ice-capades already). Macca suggested dunking the spinnaker in the solution in a big bucket. This method of application sounds much easier to deal with than suspending the spinnaker in the air while applying with a sponge.
Also, does this stuff really kill the grass or can I let it dry while on the lawn?
Thanks in advance.

I wouldn't recommend doing it in a hotel room the night before a regatta--photo attached--the room may never be the same. <img src="http://www.catsailor.com/forums/images/graemlins/ooo.gif" alt="" />

Just used it on the new F18 kite. Goodall buys non-impregnated cloth and applies the stuff to all his kites.
We had our kite painted after purchase, so we applied the stuff bu mixing it in a bucket of water and dunking the kite. Swished it around for a while, retrieved it into the sock and then hoist it. This way the sock and kite gets a coat.
When you hoist it, face the boat dead downwind so as not to have any of the mixture drip onto the boat...... Can make the tramp and decks a wee slippery.

Did it work?

Got the stuff from Mike at Layline and did my daughters spin and bag for her Raider 16. I used the hanging method that the direction call for. Worked great except getting to the middle of the spin as it was hanging. When I do my cat spin I plan on laying out some plastic on the ground and appling the stuff then hang it to dry. Jake you asked how it works. Very well in fact my daughters spin would not go into the bag or come out the last 2 feet without help by hand, now it is not a problem. I also like the fact that it does not allow the sail to retain water if it goes for a swim. My sail person had to repair a seam and was going to tape it then sew. Wrong, tape won't stick or anything else. Makes the spin feel like silk. The launch and retrieval sock is made from dacron and it worked great on it also, I turned it inside out and hung it in the air to apply and dry.
if you have the small package you will have enough to do 2 kites using the dunk method, the sponge on method sucks and none of the Tornado guys use it still, just fill up the bucket and throw the kite in.
I didn't fill the bucket completely up. I didn't want to dilute the solution TOO much. In fact, I only filled up the bottom about 3" but I sat in the tote bucket for about 20 minutes making sure every square inch of that spi made contact with the solution. I just took it down off the drier, and to the touch, the cloth doesn't seem all that slick, but when you rub it against itself, man oh man is it slippery.
Had one more "redneck" neighbor stop by in his pickup truck and litterally said... "Son, what in the sam-hell is that?"
oh and yeah, there was plenty to do a second spin.

He was probably asking about why you were sitting in a bucket filled with goo. <img src="http://www.catsailor.com/forums/images/graemlins/grin.gif" alt="" />

Would this work for rope as well? To reduce friction by applying it to halyards and part of the snufferline? (Obviously just for the parts you dont touch ;-)).
