How do you get chalky hulls to be "not" chalky?

3m Perfectit III heavy cut. All kinds of stuff will work, but this is the fastest and easiest stuff to use. It starts out as a heavy cut and breaks down into a polish. I don't sand the hulls or anything. Just make sure there is no sand or other contamination on them. The hull I used in the video sat in the sun on the side of someone's garage for 15 years.
