PTEF is probably OK - McLube Speedcote BAD.

The rule came about, I am given to understand, to address the possibility of a recently-developed hull paint (that has been used on A-cats and Tornados) showing up at Worlds in Spain. It is the expressed intent to limit cost in the F18 class - hull polish is one thing, but an expensive hull paint is something the class wants to avoid allowing.
