THE ORGANIZING AUTHORITY (OA) is ‘Coconut Grove Sails and Canvas Inc’.

1. LOCATION: Islander Resort, Islamorada, FL ( MM 82.5, US 1, Florida Keys)

2. RULES: The regatta will use the Racing Rules of Sailing (RRS) as a guideline, but this is not a US Sailing sanctioned race.
Racing rules as described, will be changed as follows:
a. For Part 2 rule violations, Rule 44.2 is modified to require only one turn to include one tack and one jibe.
b. Competitors are reminded the Zone (For room at marks and obstructions) in the 2009 RRS, is defined as within 3 boat links for application of rules 18, 19 and 20.
c. All violations and applicable penalty turns are expected to be resolved on the course. Protests are strongly discouraged as this is to be a gentlemanly/lady like enjoyable, skill development event with no series or other implications, by direction of the OA. Class rules will apply only to the extent practical and remain a fun event, without measurements, etc.

3. This NOR and the Sailing Instructions for these races are the only documents which will apply.

4. ADVERTISING: Advertising on boats and sails is permitted but are restricted to tasteful depictions. The OA has final judgment on appropriateness.

5. ELIGIBILITY AND ENTRY -- Important: PLEASE READ
Interested boats are urged to give a notice of interest by email to Carla Schiefer [email protected] as soon as you know. Registration may be completed by submission of the form together with an entry fee of $125 to Coconut Grove Sails and Canvas at 6986 S W 47th Street, Miami, FL 33155. Planning is necessary for race development and the courtesy email notification of your interest to race will be greatly appreciated. Early registrants will receive a personalized Regatta duffel. Late submission of registration is discouraged but may be completed on Sunday January 11th after 5:00PM or Monday January 12th before 9:00AM, at the Islander Resort, Islamorada, FL.

5. SCHEDULE: Each of the title events will be scored separately. The Invitational will be completed on 12 and 13 January 2009 and the “Intergalatic” will be completed on 15 and 16 January 2009. January 14th will be used as RRR day, (Rest, Relax and Repair). Each of the series will attempt 6 or more races over two days per event. The class flag (“A” signal)will be displayed no earlier than 10:55AM EDT on January 12th for the first race. Follow-on schedules will be briefed at the skippers meeting at 0900 Monday, January 12th, 2009, and posted, as changes occur, on event bulletin board by Islander Watersports.

6. REGISTRATIONS are permitted by mail in, or, drop in, at Coconut Grove Sails from this day forward. Final registrations will be accepted after 5:00PM on Sunday, January 11th and up until 09:00AM on Monday January 12th. Please note request for early notification of interest to race above.

7. MEASUREMENTS: This is intended as a fun, skill development event. No measurement are intended.

8. SAILING INSTRUCTIONS (SI) will be provided to skippers at a registration table after 5:00PM on Sunday, January 11th.

9. COURSES. Races will be completed on a windward - leeward course in at least 4 feet of water off the dock and ramp at the Islander Resort. Races will be twice around the course using a gate for the down wind leg of the first rounding. Course changes will be signaled before each race on the RC boat and after starting by the pin boat stationed near gate marks, during the leg preceding any changes. For the invitational series, a windward mark and an offset mark will be used, see attached course drawing. * “Intergalactic” is defined as happenings between two Galaxies. In this race it will mean the windward turning mark will be chosen and signaled, between two marks, “Yellow” or “Orange” to adjust for wind conditions. Course sketches and additional information will be provided in the SI. This format is the same as used is the Swedish nationals in 2008.

10. PENALTY SYSTEM: As stated above, Rule 44.2 is modified to require only one penalty turn to include one tack and one jibe. As this is a fun event, sailors are expected to honor the rules and perform penalty maneuvers as required.

11. SCORING: The low point system will be applied. Awards will be varied and interesting and as defined by the OA, at his pleasure.

12. SUPPORT BOATS: There will be One (1) RC boat and two (2) smaller boats, one for pin setting/moving and signaling course changes and one for the windward mark setting and changes. These boats will serve the RC, but are available as chase boats if needed. Boats in trouble need to be able to hail others for assistance. Over a longer course, boats in trouble may not be seen as need develops. All crews need to be prepared to deal with all adversities found at sea, without assistance.

13. Other Information

Haul in – out: There is but one ramp at the Islander Resort. Each skipper is responsible to manage becoming water borne in time for racing. We expect approximately 40 boats to race. All are reminded that boats must be free of docks and/or anchorages/ moorings at the preparatory signal, TO BE ELIGIBLE FOR THAT RACE.

Boats may be placed at the Islander Resort at owner’s risk, any time on or after Saturday morning, January 10th, 2009 for storage until racing commences. Please contact Dennis Green of Islander Watersports, phone # 305 522 4944, for parking location. No trailers are permitted between hotel and beach area waterline. Come in drop your boat onto cat wheels and pull trailer to the trailer parking area. Neither, Islander Resort or Islander Watersports, will be responsible for any damage or loss during stay in this location.
