Does the rule to have a flag on-board apply to boats 20' or LESS; or LESS than 20'?

The rule states that boats under 6 metres do not require a protest flag; North American Hobie Class Association has extended the rule to apply to all cats of 20' or less, i.e., Nacra 6.O's, Inter 20's, and Hobie 20's do not have to show protest flags, when racing under NAHCA. Go to Europe, tho, and all bets are off!
