They have been pretty strict with the 15min after the 1st place finisher rule, so this may stick.


If a finishing window is in the SIs, that becomes a rule and they can't make it optional, and is certainly something you wouldn't change midway through the event (otherwise, Holy Redress, Batman!!!).

EDIT: I may have misunderstood your point. If the first boat didn't finish in the time limit, the race must be abandoned (RRS 35). Naturally, the course could be shortened (code flag S) to avoid this (RRS 32.1(c), assuming the SIs don't prevent shortening the course. Another option is to decrease the length of a leg (code flag C, RRS 33).

I'm on the beach today to check things out here in Knokke, a lot of boats from both fleets are calling it a day and have returned to the beach.
There is a lot of wind with big 30kt gusts.
