You really want to raise them when going downwind (or upwind when overpowered for that matter). Most sailors use a line to raise the lee board from the windward hull. This line sits inside the daggerboard well when pushed all the way down, the line then runs underneath the tramp to the other side where there is a handle and a 2:1 purchase to pull it up.

It's 1:1 on all the a-cats I've seen including mine. As long as you spray a little PAM cooking spray on the boards (tip from Greg Goodall), they come up and down very easily. It's a really nice feature that more cats should copy. When I come around the top mark, I grab that line with both hands and make two quick hard sawing motions left and right and both boards are raised perfectly and I'm right back on the helm.
