In the last few weeks the Palm Beach County Park service has decided to gate the old sail boat launch area at Phil Foster Park, so the peanut island garbage boat can have exclusive use of the beach. I want to start a political action committee to reopen the beach to cats and other non-powered boats. Email me at mikeshappell@sprynet.com if you are interested in helping with this issue. Thanks JBM for the email. I'd like to add that for over 23 years we have access to this small streach of beach. You could pull down on the sand to rig and launch cats. It was great easy access to the inlet, no bridges, and out of the way of power boats.

Well, if it's any consolation, the Palm Beach Sailing Club does have a small ramp for daysailors/beachcats (dropped my I-20 in a few times) and a BIG rigging yard. But that may involve joining the club (don't know what the cost is, but it can't be too expensive, since most of the boats are Optis and Lasers)
