Hearing that no one finds the NOR so am publishing here:

NOR Islander Reef Run, April 24th , 2010
The Organizing Authority and host is Islander Watersports, at the Islander Resort, mm82.1, Islamorada, Florida.

This will be a one day race, starting in the water off of the Islander Resort, and racing to Smathers Beach, Key West. Only very light wind would cause an undesired overnight stopover in Marathon. Arrangements will be made with landing locations either way. Discussions will be held at the skippers meeting.
Modifications to this NOR. As plans develop, modifications to this NOR may be made and will be published as this NOR is published. No modifications are anticipated on time, date and locations.
Rules: This distance race will be governed by the RRS unless modified by this NOR and or the SI. Rule 41 is modified to require assistance from any boat in the fleet observing a boat having any type of difficulty. Boats receiving assistance from any other vessel will receive a 20 minute penalty. Boats providing assistance will receive credit for time providing assistance. All such events must be reported to the RC within one hour of arriving at Smathers Beach or leaving the course. Rule 44 is modified to require only one full turn, involving one tack and one gybe, to clear a penalty for part 2. Rule violations. Rule 42 is modified to permit any on board equipment to propel the boat off of any encountered sand bar or underwater obstruction. In the event of conflict between the NOR and the SI, the SI shall prevail. Rule 4 is emphasized.
Boats will not be limited in advertising, except by good taste as determined by the RC.
Eligibility and Entry: All Beach type Catamarans, with crew of two, equipped with dagger boards and spinnakers are eligible to enter. No other entries will be considered.
Registration will be by completing the entry form and paying the entry fee of $50. There will be required safety equipment (List included herein), which will be inspected prior to racing. No omissions shall be permitted. Registrations and fees are not required until registration which will take place at the Islander Resort on the pool deck Friday, April 23rd after 5PM. The Warning signal will be at 10:00 AM, April 24th, 2010. Early online filing of intent to register will determine if classes can be formed.

*Only very light air will cause an overnight stopover at Marathon. Sailors may wish to be prepared for a night arrival in Key West if the unlikely light air is present.
Course: The course will be as selected by each crew to sail from the starting line to the finish line. Both start and finish lines will be described in the SI.
Measurements and Safety equipment: No measurements are planned, and will not be made unless there is a challenge from another competitor. In the event of a challenge, the challenging boat skipper must provide official documented measurement requirements to the RC for completion of the measurements.
Required Safety equipment: (Inspections will be made) 1 CG approved PFD per crew member; 1 throw able PFD; 1 Cell phone in water proof container; 1 - minimum tow line at least 20 feet; at least 1 portable waterproof GPS; 1 boat compass; at least 1 portable waterproof VHF Radio; Up to date Charts for the areas to be sailed; I personal strobe light per crew member attached to personal equipment; one whistle per crew member attached to personal equipment; one set of personal emergency flares/signals on boat and enough drinkable liquid for the duration of the race. Strongly suggested equipment: 1 personal 406hz registered EPIRB. In addition, as available, Craig Van Eaton craig@cyberspeed.cc plans to have rentable tracking systems.
Sailing Instructions (SI): The SI will be available at registration.
Scoring: Portsmouth Numbers will be used to handicap competitors. Low corrected times will determine winners. Ties will be broken IAW RRS.
Awards: Ball caps with winning placement will be awarded to each crew member for three places. Work is underway for prizes. The overall winner will have his or her name inscribed on the perpetual trophy, to be displayed at the Islander Resort. Other prizes may be provided. If there are enough email registered boats by class, to permit order time, classes may be formed and awards by class may be provided. wgreen53@cfl.rr.com
There will be no support boats other than the starting RC boat. No chase boats will be on course. All crews will be required to certify that they are aware of the dangers of ocean sailing and that they are totally capable of righting their own boat and recovering crew, even in the event of break up or sinking. Rule 4 is emphasized: “The responsibility for a boat’s decision to participate in this race or to continue racing is hers alone.”
Insurance: Each participating boat shall be required to present or certify by signature, their ownership of third party liability of $100,000 per event or equivalent.
