Sailing Instructions
2010 Islander Reef Run
April 24, 2010

1. This race is sponsored by the Organizing Authority (OA), Islander Water Sports; and the Islander Resort.
2. Rules: This distance race will be governed by the RRS unless modified by this SI. Rule 41 is modified to require assistance to be offered by any boat in the fleet observing any other competitor having any type of difficulty. Boats receiving assistance from any other vessel will receive a 20 minute penalty. Boats providing assistance will receive credit for time providing assistance. All such events must be reported to the RC within one hour of arriving at Smather’s Beach or withdrawing from the course. Rule 44 is modified to require only one full turn, involving one tack and one jibe, to clear a penalty for part 2. Rule violations. Rule 42 is modified to permit any on board equipment or crew or any other means to propel the boat off of any encountered sand bar or underwater obstruction. Rule 4 is emphasized.
3. Documents which apply: The NOR for the Islander Reef Run, The RRS and this SI. In the event of conflict between the NOR and the SI, the SI shall prevail.
4. Entry requirements: All Beach type Catamarans, with crew of two, equipped with dagger boards/centerboards and spinnakers are eligible to enter. No other entries will be considered. Registration will be by completing the entry form, obtaining a safety inspection and paying the entry fee of $50. There is required safety equipment (List included herein), which will be inspected prior to racing. No omissions shall be permitted. No boat is considered authorized and officially entered until completion of the safety equipment inspection, to be completed by 0830 the day of racing. Registrations and fees are not required until the registration period which will take place at the Islander Resort on the pool deck Friday, April 23rd after 5PM.
5. The Warning signal will be at 10:00 AM, April 24th, 2010.
6. Notices to competitors. Notices to Competitors, if any, will be posted at the Islander Water Sports area of the Islander Resort.
7. Changes to sailing instructions
a. Changes to the Sailing Instructions will be posted by 0800 on the day it will take effect. This will be the method to change course in the event of very light winds.
b. Changes in schedule, as discussed below, will be made verbally at the Skippers meeting, posting at the Water Sports Area and by documented handout at the skippers meeting.
8. Signals ashore: Any land signals such as postponement, restart or abandonment flags will be posted on the pier at the Islander Resort.
9. Schedule of activities:
a. 23 April 2010 Registration: 5-8PM or before 8:30AM day of racing Pool Deck, Islander Resort
b. 24 April 2010 First Signal 10:00AM In at least 4 feet of water, to seaward of the Islander Resort
c. 24 April 2010 Race End As required Smathers Beach, Key West *
d. 24/25 April 2010 Awards TBD Key West, at location TBD *Only very light air will cause an overnight stopover at Marathon. Sailors may wish to be prepared for a night arrival in Key West if light air is present.
10. Class Flags
a. The Class flag for starting purposes will be a large RED Flag.
b. There will be no “boat type” class flag used as this is an open catamaran race, with only equipment and crew limitations.
11. Course: The course will be as selected by each crew to sail from the starting line to the finish line. Both start and finish lines are described in the SI and attachments. Changes to the course: Only in the event of light winds, the course will change as per the NOR and SI section 14. below.
12. The start: Marks for the starting line will be a committee boat displaying a RC flag and an Orange line flag; and an “Orange” 28 inch diameter buoy on one side of the Committee boat. A downwind start may be used. The starting sequence will be a 5 minute sequence as per rule 26. The class flag (designated as a large Red flag) is scheduled to be displayed at 10:00AM Saturday, April 24, 2010. The preparatory signal will be “P” flag. ( By rule 26, the “P” flag indicates that there is no penalty to be in the triangle or beyond the line (OCS (On Course Side)) during the last minute before the starting signal. … However, any boat OCS before the starting signal, must return to the prestart side of the start line before starting. Boats beyond the start line who do not return for a correct start will be scored OCS, and be awarded a 5 minute penalty or the length of time over early plus 5 minutes for a very early start.
13. The Finish: The finish line at Smather’s Beach, Key West is an extension of a line from a Large yellow marker, (See attached sketch) which will be set up at the edge of the water on the beach and an imaginary line to seaward of the warning area “NO WAKE” poles outside of the swim area at Smather’s Beach. The yellow buoy will be set at the GPS location identified in the Smather’s Beach sketch. Finishing should be within 50 meters seaward of the warning area poles. A horn will sound from the beach as each boat reaches the finish line. See the Smather’s Beach sketch. If no horn is heard, times will be recorded and used for scoring each boat’s finish.
14. The secondary course (Only If used) will have a finish line off the pier in Sisters Creek, by Sombrero Beach in Marathon. (The Sombrero Beach Diagram and finish line sketch will only be provided in the event of light winds before the race start) The second day start (Only if used) will be briefed at the Marathon skippers meeting at 0900 Sunday.
15. Time limits:
a. There is no time limit to complete the course, but every effort is required of all boats to complete the course in minimum time.
b. In the event of a decision not to complete the race, or to withdraw, the skipper or crew of the DNS/DNF boat are required to call the RC at Cell phone # 321 544 1512 as soon as possible after the decision is made.
16. Protests and requests for redress:
a. There will be no protest committee to resolve issues for breaking rules of Part 2, RRS. (When boats meet and at marks or obstructions of the course.) Protests are required to be resolved by sailors on the course. Protestors are required to hail the offending boat and that hail responded by the boat in violation. An unresolved protest shall be grounds for disqualification of both boats, as decided by the RC. A single penalty turn, made while in view of the protesting boat, will resolve the protest. Honor system actions are in effect. This statement modifies Part 5, RRS.
b. Penalty turns are required to be reported to the RC at completion of the race.
c. Requests for redress for action/inaction of the RC will be heard by the RC within one hour of last boat finishing the race. The RC will have full jurisdiction of these matters. This statement modifies RRS rules 61.3 and rule 62.
17. Scoring: All boats will be scored by corrected timing as a single open class using Portsmouth handicapping as computed by the RC.
18. Safety Issues: There will be no safety boat provided. Each crew must be prepared to fend for them selves. Rules 3 and 4 of current RRS are firmly emphasized and must be seriously considered by all competitors. Racers will be out of contact with others for long periods and must be able to right your own boat and safely perform emergency recovery of self and crew if separated, injured or if your boat is damaged or even sunk.

Equipment and measurements: All equipment to safely sail the boat on the open ocean, including, but not limited to, 1 CG approved PFD per crew member; 1 throw able PFD; 1 Cell phone in water proof container; 1 - minimum tow line at least 20 feet; at least 1 portable waterproof GPS; 1 boat compass; at least 1 portable waterproof VHF Radio; Up to date Charts for the areas to be sailed; I personal strobe light per crew member attached to personal equipment; one whistle per crew member attached to personal equipment; one set of personal emergency flares/signals on boat and enough drinkable liquid for the duration of the race. Strongly suggested equipment: 1 personal 406hz registered EPIRB. In addition, as available, Craig Van Eaton craig@cyberspeed.cc plans to have rentable tracking systems.

19. Official Boats: The RC committee boat for the start, will be an open boat supplied by Islander Water Sports. This boat will display a RC flag and an orange line flag. Multi blasts of the horn maybe sounded 10 minutes before start. (A reminder to all competitors that the RRS states that flags are the official signals for racing and if sounds are not made or heard, racing continues with displayed flag signals.) No other RC boats will be used.

20. Support boats: There are no safety or chase boats.

21. Haul out instructions: Haul out at Key West after finishing the race will be to sail to the beach, (see sketch) and then by the passage through the wall to the street. There are no arrangements made for boat storage in Key West. You are on your own.
22. Communications:
a. As stated above in required equipment, each boat must have a handheld VHF radio and water protected cell phone. In the event of a decision to withdraw from the race, a crew member is required to call 321 544 1512 as soon as practical after the decision is made.
b. It is further suggested that communications with ground crew be maintained through out the race.
c. The RC will monitor VHF channel 72 but, due to distances involved, may not be able to receive calls. Skippers and crew should not rely on the RC for safety communications. Use of VHF channel 16 with the Coast Guard is advised for emergencies.

23. Awards: Islander Resort visors designating name of race, principal sponsor and finish position, for skipper and crew for three places, as designated by the RC. The lowest corrected time winner overall will be recognized on the perpetual plaque to be displayed in the check in area of the Islander Resort.

24. Waiver of liability: Competitors are required to agree by signing the entry form to waive all claims that might arise against organizers and sponsors, their agents or employees, as well as their officers, directors, committeemen or members. They must agree that the foregoing are not liable whatsoever for any accident or injury to self, boat, crew or any guest on the boat.

25. Expertise: Skippers will sign and certify that the crew is able to safely sail and right the boat without assistance.

26. Insurance: Each boat skipper must represent that his or her boat is seaworthy and complies with the safety rules of the United States Coast Guard and certify, and produce a copy of liability insurance in proper order for boat and crew and others.

Any rescue needed, will be up to me/us. I(we) will sail with all the required safety equipment described herein. We further certify that we can right our boat without assistance, in case of capsize.
